Create a Border Page for your Comic Book Layout

Create a Border Layout Sheet using Photoshop:
How do you do this?

I like to create a simple border sheet to act as a template for my comic book pages. I like to draw on 8-1/2 x 11 standard sheets of paper and scale them down to fit a 8 x 10 book trim size. So in order to keep all page sizes consistent, I use this Border Layout sheet.
